Historically, Congress has never removed benefits from existing borrowers, and this time they did. Specifically repayment plans a lot of borrowers have relied on to make repayment affordable.

When Betsy was asked about limiting federal borrowing, and who can afford graduate school, she said, “At the very least, what we’re limiting is choice…college is expensive, and it remains to be seen if these changes will lead to lower tuition.”
